Procurement Unit

The Procurement Unit of Ada College of Education was formed in May, 2009 in line with Act 663 of 2003. Currently, the Unit is manned by two Procurement Practitioners that is; Mr John B.K Onai (MCIPS) who holds an Mphil in Logistics and Supply Chain Management from Kwame Nkrumah University of Science and Technology (KNUST)and a final Certificate in Procurement from Chartered Institute of Procurement and Supply, (CIPS), UK. He is also a full member of the Chartered Institute of Procurement and Supply UK. He is being assisted by Mr Samuel Mensah Doe who holds a first Degree in Procurement and Supply from Methodist University College, Ghana.

Functions

The Procurement Unit is charged with the responsibility of carrying out all the procurement activities in the College. This includes:

  • Preparation of Procurement Plan
  • Preparation of Supplier/Contractors data base
  • Organising Tendering processes
  • Evaluation of tenders leading to the award of contracts
  • Contract management
  • Supplier development
  • Advise on procurement issues
  • Routine purchases and any matter relating to procurement. Procurement in the College which is based on Act 663 of 2003 and its Amendment Act 914 of 2016 takes care of goods, works and services.

Principles of Procurement

Procurement which can be described as a competitive, efficient buying using rules and regulations to achieve value for money taking care of the five rights in procurement ie; the Right Price, the Right Quality, the Right Quantity from the Right Source at the Right Time. Therefore, the Principles of Procurement activities in the College are based on:

  • Best value for money
  • Fairness, Integrity and Transparency
  • Effective competition
  • Separation of duties to attain checks and balances
  • Environmental consideration (Green Procurement)

Entity Tender Commitee

The Entity Tender Committee which is made up of Nine (9) members with the Head of Entity as the Chairman and the Head of Procurement as its Secretary supervises all the procurement activities in the College.

Procurement Rating of The Unit

As at 2020 assessment the Procurement activities in the College has been moved from good to very good in its rating from Public Procurement Authority (PPA) and hope to attain the excellent grade in future.
